Cumberland County Commissioners Feb. 3, 2026 Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held at 2 p.m. on Feb. 3, 2026, in Room 118 the Judge E. Maurice Braswell Cumberland County Courthouse. The meeting was postponed from Feb. 2 and moved from 9 a.m. to 2 p.m. due to winter weather conditions. Commissioner Henry Tyson led the Invocation and Pledge of Allegiance.

Emergency Services Director Garry Crumpler provided an update on County operations during recent winter weather, including emergency management actions, transportation to shelters, and coordination with partner agencies. He also noted another weather system is expected late Wednesday into Thursday, bringing significant rainfall with the potential for freezing conditions.

1. APPROVAL OF AGENDA

The Board unanimously approved the agenda with the following changes:

  • Addition of Item of Business 3B, Consideration of Amendment to Section 5-9 of the County Emergency Management Ordinance

2. CONSENT AGENDA

The Board unanimously approved the following consent items unless otherwise noted:

A. Approval of Jan. 5 Regular Meeting Minutes

B. Approval of a Proclamation Recognizing Black History Month in Cumberland County

C. Approval of Declaring Sheriff’s Office Firearms as Surplus Property and Method of Disposal by Trade

D. Approval of Report on Delinquent Real Property Taxes for the Year 2025

3. ITEMS OF BUSINESS

A. Consideration of FY27 Board of County Commissioners State Legislative Agenda

Assistant County Manager Faith Phillips presented the draft FY27 State Legislative Agenda in advance of the Board’s upcoming meeting with the North Carolina State Delegation. The agenda aligns with the Board’s 2025–2028 Strategic Plan and includes funding requests and policy priorities related to water infrastructure, education, public safety, health and wellness, recreation, and economic prosperity.

Key funding priorities include:

  • Public water and sewer infrastructure investments to modernize aging systems and expand access to countywide clean, safe, regulated water.

  • Engineering studies for future water supply and capacity projects in Gray’s Creek and southern Cumberland County.

  • Investments in school infrastructure, including critical facility repairs and a new high school to address aging buildings and enrollment needs.

  • Expanded youth mental health and substance use services.

  • Preconstruction funding for a regional aquatic center.

  • Emergency Services equipment, including a mobile incident command unit and digital dispatch upgrades.

Policy priorities include maintaining local fiscal authority, addressing impacts of proposed changes to SNAP and Medicaid administration, supporting education funding formulas, advancing transportation and rail connectivity, and monitoring implementation of public safety legislation that may impact county operations and costs.

No action was taken. A resolution will be considered following the Board’s meeting with the State Legislative Delegation.

B. Consideration of Amendment to Section 5-9 of the County Emergency Management Ordinance This item was added by unanimous vote.

The Board unanimously adopted an amendment to Section 5-9 of the Cumberland County Emergency Management Ordinance. The amendment clarifies notification procedures by requiring that the full Board receive a copy of any State of Emergency proclamation and that such proclamations be brought before the Board for action at the next scheduled meeting.
