The NC-511 Fayetteville/Cumberland County Continuum of Care (CoC) is pleased to announce the Notice of Local CoC Competition
On June 1, 2026, the United States Department of Housing and Urban Development posted the FY2026 Continuum of Care Program Notice of Funding Opportunity.
Continuum of Care (CoC) Program Overview
The U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness through a coordinated system of housing and supportive services. The program
provides funding to eligible nonprofit organizations, state and local governments, Indian Tribes, and Tribally Designated Housing Entities (as defined in section 4 of the U.S.C. 4103) (TDHEs) to support projects that prevent and end homelessness.
The primary objectives of the CoC Program are to quickly rehouse individuals and families experiencing homelessness; assist persons who are experiencing trauma, lack of safety, or are fleeing or attempting to flee domestic violence, dating
violence, sexual assault, or stalking; and reduce the trauma and disruption associated with homelessness by providing safe, stable housing and supportive services.
The CoC Program also seeks to improve access to mainstream benefit programs
and services funded through federal, state, and local resources, strengthen collaboration among community partners, and promote long-term housing stability and self-sufficiency for individuals and families experiencing homelessness.
In
addition to the Continuum of Care Program, HUD administers the Youth Homelessness Demonstration Program (YHDP), which supports communities in developing and implementing coordinated approaches to preventing and ending youth homelessness. The YHDP
serves youth and young adults 24 years of age and younger who are experiencing homelessness, including unaccompanied youth and youth who are pregnant or parenting.
Through this initiative, participating communities develop strategies and
practices that can be shared with other communities to improve services and housing outcomes for youth experiencing homelessness.
The NC-511 Fayetteville/Cumberland County Continuum of Care is committed to administering these federal resources
in accordance with HUD regulations, maintaining transparency and accountability throughout the funding process, and working with community partners to expand access to housing and supportive services for individuals and families experiencing homelessness.
Funding Opportunity
At the time this Notice of Funding Opportunity is being released, the U.S. Department of Housing and Urban Development (HUD) has not yet announced the funding amounts available to the NC-511 Fayetteville/Cumberland County Continuum of Care for this
competition.
Once HUD releases the official funding allocation, the NC-511 Continuum of Care will promptly update this website with the funding amounts available for eligible project applications. Applicants are encouraged to check

As of June 25, 2026, the Fayetteville/Cumberland County Continuum of Care (NC-511) hereby announces the opening of its FY 2026 HUD Continuum of Care (CoC) Program Competition.
NC-511 Fayetteville/Cumberland County Continuum of Care is soliciting applications from eligible organizations seeking funding for new, renewal, expansion, Domestic Violence (DV) Bonus, and CoC Bonus projects.
Applicant Eligibility
You are invited to apply if your organization is an eligible entity type and meets the funding conditions included in the NOFO. HUD will review applications from eligible applicants using the criteria in Section V. of this NOFO.

- County Governments
- City or township governments
- Special District governments
- Native American tribal governments (Federally Recognized)
- Public housing authorities/Indian housing authorities
- Native American tribal organizations (other than federally recognized tribal governments)

- Others (please see text field entitled “Additional Information on Eligibility” for clarification in this area.
- A faith-based organization may apply
on the same basis as any other organization, subject to the requirements in 24 CFR 5.109
Individuals, for-profit organizations, foreign entities, and sole proprietorships are not eligible to apply for or receive awards under this funding opportunity.
Applications submitted through the local competition
process will be evaluated and ranked for potential selection and placement on the Fayetteville/Cumberland County CoC’s FY 2026 Priority Listing for submission to HUD as part of the NC-511 Consolidated Application.
Application Details
At this time, the U.S. Department of Housing and Urban Development (HUD) has not yet opened the e-snaps system to accept project applications for the FY 2026 Continuum of Care Program Competition.
Although
the NC-511 Continuum of Care has established a tentative application timeline, all application submission dates are subject to HUD's release of the e-snaps application. Should HUD not open e-snaps in a reasonable time to meet the local
application deadline, the NC-511 Continuum of Care will adjust local deadlines accordingly to ensure applicants have adequate time to prepare and submit complete applications.
Applicants are encouraged to review the competition
timeline regularly and monitor this webpage for updates regarding the opening of the E-SNAPS application, application submission deadlines, competition requirements, and other important announcements related to the FY 2026 Continuum of Care
Program Competition.

HUD Re-Opens the FY2024- 25 Two Year Notice of Funding Opportunity (NOFO) CoC Program
Date: January 21, 2026
On January 8, 2026, HUD reopened the FY 2024–25 NOFO for the CoC Program. The following is an overview of the events leading up to this updated announcement:
HUD issued the FY 2025 NOFO on November 13, 2025.
The FY 2025 NOFO was fully rescinded by HUD on December 8, 2025.
Following a court hearing, HUD posted a revised FY 2025 NOFO for public review on December 19, 2025.
A Court Order was issued on December 23, 2025.
In accordance with the Court Order, HUD released the FY 2024–25 CoC NOFO Implementation Plan on December 30, 2025, followed by the NOFO and a revised implementation plan on January 12, 2026.
A ESNAPS email outlining renewal procedures was issued on January 8, 2026.
HUD released the reopened notice for the FY 2024 and FY 2025 Continuum of Care Competition and the Renewal or Replacement of Youth Homeless Demonstration Program grants on January 9, 2026.
Because the open FY 2024 and FY 2025 NOFOs rely on an automatic renewal process, no reallocated, CoC Bonus, DV Bonus, or other competitive funding is available, and new applications cannot be submitted at this time.
Please do not make any changes or updates in ESNAPS until we receive further guidance from HUD.
We will continue to track court proceedings and provide updates as information becomes available from HUD.

FY 25 COC NOFO Update
The Department of Housing and Urban Development (HUD) is issuing this Notice of Funding Opportunity (NOFO) for the 2025 Fiscal Year for public review. HUD understands this NOFO to be enjoined pursuant to a preliminary injunction entered in State of Washington, et al. v. HUD, No. 1:25-cv-00626-MSM-AEM (District of Rhode Island), and National Alliance to End Homelessness, et al. v. HUD, No. 1:25-cv-00636-MSM-AEM (District of Rhode Island). HUD will not implement or enforce this NOFO pending further court order. HUD will issue further clarification on the status of this or any other future Fiscal Year 2025 NOFO as necessary. HUD will provide further notice as to when the application portal will open.
FY 2025 Continuum of Care Competition and Youth Homeless Demonstration Program Grants NOFO
FY24-25 NOFO Open
January 8, 2026
On December 23, 2025, the U.S. District Court for the District of Rhode Island in State of Washington/NAEH v. HUD, Nos. 25-cv-626/25-cv-636 (D.R.I.) ordered HUD, in pertinent part, to take “all steps necessary to process eligible renewals for FY 2025 CoC funding pursuant to the FY24-25 NOFO, but excluding the obligation of funding and the granting of any specific renewals.” (the Order). HUD will comply with the Order, including processing eligible renewals under the FY24-25 Continuum of Care Notice of Funding Opportunity (“FY24-25 CoC NOFO”), so long as the Order is in effect. If the Order is no longer in effect, HUD intends to implement the NOFO issued on December 19, 2025 (FR-6901-N-25), and will provide further instructions if and when it is appropriate.
Today, pursuant to the Order, HUD is informing CoC recipients of the steps needed to start the process for renewals according to the FY24-25 Notice of Funding Opportunity (NOFO) (Funding Opportunity Number–FR-6800-N-25) for the CoC competition.
The FY24-25 CoC NOFO will be open tomorrow, January 9, 2026, and will remain open until February 9, 2026. HUD will follow all applicable procedures laid out in the FY24-25 CoC NOFO, including conducting all applicable reviews, but excluding, pursuant to the Court’s Order, the obligation of funding and the granting of any specific awards. Order ¶ 6. HUD anticipates being able to select awards no later than late March 2026.
The deadline for submission of the following applications is February 9, 2026. HUD will review all Priority Listings, applications and projects as set forth below.
Projects that were awarded FY 2024 funds and are not being reallocated or replaced by the CoC may be eligible for selection for FY 2025 funds using their FY 2024 application submission and are not required to apply for renewal for FY 2025 funds (I.B.2.c). If applicants with awards from FY 2024 indicate in writing, in a manner that HUD may further direct, that the applicant will not reallocate or replace any of their awards, HUD will consider, if feasible, beginning the review and processing of these renewals before the February 9, 2026, submission deadline.
For all other projects, in accordance with the FY24-25 NOFO, HUD will make e-snaps available to receive:
- Applications for eligible renewal projects with an expiration date in CY 2026 that were not awarded in FY24;
- Applications for new projects created through CoC and/or DV reallocation or YHDP replacement, (see NOFO I.B.2.b(24) and III.B.4.a.(3) and (5) and I.A.3.d.(2));
- Applications for YHDP Projects that expire in CY 2026 to renew, if not awarded in FY 2024, or replace those projects, as provided under I.A.3.d,(2);
- FY 2025 Project Listing that includes all projects approved by the CoC to apply for FY 2025 funding (see I.B.2.c). CoCs are required to submit a FY 2025 CoC Priority Listing if they are submitting applications for eligible CoC or YHDP renewal projects that were not awarded FY 2024 funding or new projects created through CoC, DV Reallocation, or YHDP Reallocation under YHDP Replacement (IV.E.3.c). If a CoC is not submitting applications described in the bullets above for FY 2025 CoC and YHDP funding, the CoC is not required to submit a FY 2025 CoC Priority Listing (IV.G.3).
All renewals are subject to the reviews and processes under the original terms of the reopened FY24-25 CoC NOFO, see Renewal Project Requirements, Section III.B.4.c at 53–55; Project Renewal Threshold, Section III.C.4.c at 64–65, and all applicable statutes and regulations under 24 C.F.R. § 578, et seq. and 2 C.F.R. § 200, et seq. All recipients are reminded of their ongoing obligations to submit Annual Performance Reviews, audit reports, and other materials as required under their grant agreements and Section III.C of the FY 24-25 CoC NOFO. See Rules that Affect How HUD Evaluates Applications, Section III.C at 57–67. Incomplete materials, which HUD may consider under the reviews and processes of the reopened FY24-25 CoC NOFO, may delay renewals. New projects created through reallocation (see I.B.2.b.(24)) must meet the requirements in sections I.B.3.a, III.B.4.a.(3), (4) and (5) and the project eligibility and project quality thresholds established in sections III.C.4.a. and b of the FY 24-25 NOFO.
HUD expects application forms and materials to be available on e-snaps no later than January 16, 2026. Applications will be due by February 9, 2026. HUD will communicate information and any updates on HUD.gov and by mailing list.

The Department of Housing and Urban Development’s (HUD) Notice of Funding Opportunity (NOFO) for the Fiscal Year 2025 Continuum of Care (CoC) program competition was released on November 13, 2025.
Cumberland County/Fayetteville Continuum of Care (NC-511) will submit the Consolidated Application on behalf of the CoC to HUD.
The Consolidated Application is due to HUD by January 28, 2026, by 8:00 pm EST.

December 18, 2025 – The Department of Housing and Urban Development (HUD) is issuing this Notice of Funding Opportunity (NOFO) for the 2025 Fiscal Year for public review. HUD understands this NOFO to be enjoined pursuant to a preliminary injunction entered in State of Washington, et al. v. HUD, No. 1:25-cv-00626-MSM-AEM (District of Rhode Island), and National Alliance to End Homelessness, et al. v. HUD, No. 1:25-cv-00636-MSM-AEM (District of Rhode Island). The changes include technical corrections and modifications, the highlights of which are as follows:
1. Investment in New Permanent Housing with Robust Supportive Services for Individuals and Families with a Disability.
This NOFO provides a set-aside of 30% of all ESG and COC funds, as contained in 42 U.S.C. § 11386b, for new permanent housing projects for homeless individuals and families with disabilities, including PH-PSH and PH-RRH. As outlined in the Threshold Criteria in V.A.4, new PH-PSH and PH-RRH projects must serve individuals and families with disabilities.
This NOFO aligns with the program statutory requirements to fund new permanent housing. CoCs have discretion to determine if or how much of their Annual Renewal Demand (ARD) will be used for the creation of new Permanent Housing projects.
2. Two-Track Application Process for Increased Flexibility.
In order to provide time and flexibility for CoCs to solicit new Permanent Housing project applications, HUD is creating a separate deadline for new Permanent Housing projects.
Normal Track: $2,655,600,000 in funding, January 28, 2026 deadline and March 31, 2026 estimated award date. HUD reserves the right to award projects in Tier 1 of CoC Priority Listings prior to the rest of awards.
Extended Track: $1,262,400,000 in funding, February 25, 2026 deadline and April, 22, 2026 estimated award date. For new Permanent Housing projects only.
3. FY 2025 CoC Consolidated Application.
All CoCs must complete and submit the FY 2025 CoC Consolidated Application that includes the CoC Application and CoC Priority Lising with all submitted projects ranked or rejected based on the criteria set forth in this NOFO. CoCs applying for new Permanent Housing projects on the Extended Track timeline must submit a separate Priority Listing of new Permanent Housing projects. CoCs may not submit projects in Normal Track and Extended Track that, when combined, exceed their maximum award amount.
4. Increase in Competition and Expedited Awards.
The Continuum of Care program is a national competition (42 U.S.C. 11386a). Tier 1 is set at 30 percent of the CoC’s Annual Renewal Demand (ARD). HUD reserves the right to award projects in Tier 1 of CoC Priority Listings prior to the rest of awards.
5. Investment in Transitional Housing and Supportive Service Only Projects.
In order to promote balance and increase competition, no more than 30 percent of a CoC’s Annual Renewal Demand (ARD) under this NOFO will fund the renewal of existing Permanent Housing projects, including PH-PSH, PH-RRH and Joint TH and PH-RRH projects.
HUD encourages CoCs and providers to read through the NOFO. The Department intends to make resources available in a timely manner so grantees with measurable results can continue to support vulnerable populations. The Department remains fully committed to make long overdue reforms to its homelessness assistance programs.
