Public Hearing Procedures

Arguments by the proponents and opponents should be limited to a maximum of 10 minutes per each side.
If there is no group representative, each speaker shall be allotted a maximum of 3 minutes until the 10-minute time period is attained.
Rebuttals will only be permitted at the discretion of the Chairman with a maximum of one 3-minute presentation by each side.
